The powers of the Commission under Section 10 are to investigate any human rights abuses either on its own volition or on receipt of a complaint or allegation by: (i) an aggrieved person acting in such person’s own interest; (ii) an association acting in the interest of its members; (iii) a person acting on behalf of an aggrieved person; or (iv) a person acting on behalf of and in the interest of a group or class of persons. Commission for Investigations 114. The State Party established the Commission for Investigations in 1973 by Article 117(3) of the Second Republican Constitution of Zambia. Currently the Commission derives its legal status from Article 90 of the Constitution and the Commission for Investigations Act No. 20 of 1991. 115. The functions of the Commission for Investigations are to receive and investigate complaints from the public against acts of injustice or maladministration perpetrated by senior Government officials, heads of parastatal institutions and local authorities. The Commission ensures fairness by promoting social justice in the administration of public institutions. This facilitates the efficient and effective delivery of services to the people. The Commission also ensures compliance with laid down administrative procedures, practices and ethics for public officials. It equally initiates corrective action in public institutions in order to enhance effective administration.
