ADMINISTRATIVE MEASURES
Human Rights Commission
112.
Article 125 of the Constitution establishes a Human Rights Commission
(HRC) which is mandated to promote and protect human rights.
The
functions and powers of the HRC are outlined in Section 9 and 10 of the
Human Rights Commission Act No. 39 of 1996. These are:
(a)
to investigate human rights violations;
(b)
to investigate any mal-administration of justice;
(c)
to propose effective measures to prevent human rights
abuses;
(d)
to visit prisons and places of detention or related facilities
with a view to assessing and inspecting conditions of the
persons held in such places and make recommendations to
redress existing problems;
(e)
to establish a continuing programme of research, education,
information and rehabilitation of victims of human rights
abuses in order to enhance the respect for and protection of
human rights; and
(f)
to do all such things as are incidental or conducive to the
attainment of the functions of the Commission.
