affirmed under Article 35. Under Article 89, the Government is obliged to ensure the equal participation of women with men in all economic and social development endeavors. Article 35 also requires the elimination of the influences of harmful customs to enforce the rights of women. It prohibits laws, customs and practices that oppress or cause bodily or mental harm to women. Further, the article states that, to remedy the historical legacy of inequality and discrimination suffered by women in Ethiopia, they are entitled to affirmative measures.19 Policy Measures The key policy frameworks that seek to promote equality before the law and non-discrimination of citizens can be found in the series of policy documents issued by the government. These include: the National Policy on Woman (2000), General Education and Training Policy (1993), the National Health Policy (1993), the HIV/AIDs Policy (1998) and Social Development and Welfare Policy (1998), the Policy on Demography (2000), Policy on Democratic System Building (2002), the Criminal Justice Policy (2011), and Ethiopia‟s Climate- Resilient Green Economy Strategy (2011) Legislative Measures There were many laws enacted by HPR and the regional State Councils which constitute the legislative measures that have been taken to ensure that citizens are equal in the eyes of the law.
