OBJECTIVE 4: PROGRESS TOWARDS GENDER EQUALITY, IN PARTICULAR EQUAL ACCESS TO EDUCATION FOR GIRLS AT ALL LEVELS. Under this objective, the assessment would attempt to measure the progress made towards gender equality with special emphasis on equal access to education for girls at all levels. It would ensure that gender equality is taken into account during the formulation and implementation of the national planning and development policies and strategies. 5.8 Gender Parity in Education At the basic education level GPI is highest at the kindergarten level where it remained at 0.98 in 2011. At the primary level the GPI increased marginally from 0.96 in 2010 to 0.97 in 2011. At the primary level there was also a marginal increase from 0.92 in 2010 to 0.93 in 2011. The GPI at the senior high level increased from 0.85 in 2010 to 0.87 in 2011 (Table 5.11).
