The African Committee of Experts on the Rights and Welfare of the Child (ACERWC)
extends its compliments to the Government of the Arab Republic of Egypt and wishes to
acknowledge with thanks receipt of the initial report on the status of implementation of
the African Charter on the Rights and Welfare of the Child. The ACERWC at its 12 th
Session considered Egypt initial and first Country periodic report which was submitted in
accordance with the State Parties obligation under Article 43 of the Charter
The Committee commends the State Party for its large delegation headed by H.E
Minister MOUSHIRA KHATTAB, and its high-level inter-ministerial composition.
Following consideration of this report, the Committee has the honor to submit to the
Government of Egypt the following recommendations:
1-RATIFICATION OF THE CHARTER: to waive the reservations entered into on the
Charter;
2- POPULARISATION OF THE CHARTER: to widely disseminate the African Charter
on the Rights and Welfare of the Child;
3- THE RIGHTS OF THE CHILD: to take into account the rights of the child in the
definition of all development policies;
4- NATIONAL COUNCIL OF CHILD DEVELOPMENT: to strengthen the capacity of this
structure;
5- BIRTHS REGISTRATION: to deploy all necessary means to cover all centers for
reporting of births within the entire national territory;
6- THE AGE OF MARRIAGE AND EMPLOYMENT: The Committee notes that the age
of marriage and employment do not conform to the requirements of the Charter and
recommends the State party to undertake legislative reforms with a view of harmonizing
the age of marriage and the age of employment with the provisions of the Charter;
7- SEXUAL EXPLOITATION OF CHILDREN: to adopt, in addition to criminal penalties,
which must also be very severe, mechanisms to take care of the victims;
8- DISABLED CHILDREN: to provide to the community, rehabilitation centers with
adequate and sufficient budget in order to solve the problems of disabled children;
9- TRAFFIC OF DRUGS: to take effective detoxifications measures and support the
victims;
10- CORPORAL PUNISHMENT: The Committee notes that there is some resistance to
put an end this practice and recommend the State party to take the necessary
measures to abolish the practice;
