METHODOLOGY II.1 Institutional Framework The framework for the implementation, monitoring and evaluation of the NPOA attempts to define roles and responsibilities of relevant actors and institutions involved in the process including the central government, APRM National Governing Council, local government, Civil Society, Private Sector, the Academia, and Donor Community. The institutional arrangement constitutes a National APRM Steering Committee, APRM National Governing Council, APRM Secretariat, technical working groups on the four thematic areas and APRM district committees. Figure 1, below illustrates the Sierra Leone APRM institutional framework including key components and relationships.
