2. GENERAL MEASURES OF IMPLEMENTATION Legislation and other enabling measures passed in support of human rights instruments since the last report are the following: Employment Service Act No 8 of 2011. The Act provides for the establishment of the National Employment Service; to impose reporting and other obligations on certain employers and institutions; and to provide for the licensure and regulation of private employment agencies. Correctional Service Act No 9 of 2012. The Act has replaced the whole Prisons Act No 17 of 1998. The new Act provide for the establishment of the Namibian Correctional Service and matters incidental thereto. Prevention and Combating of Terrorist Activities Act No 12 of 2012. The Act provide for the offence of terrorism and other offences connected or associated with terrorist activities; and to provide for measures to give effect to international conventions. This Act was subsequently repealed in 2014 and was replaced by the Prevention and Combating of Terrorist and Proliferation Activities Act, Act No 4 of 2014 Rules of the High Court of Namibia, under Section 9 of the High Court Act, Act No 16 of 1990, which came into operation on 16 April 2014. The new Rules repealed all the other old Rules of the High Court. Section 108 of the new Rules outlines procedures and conditions precedent to the execution against immovable property and transfer of judgment. The new Rules were promulgated to prohibit the execution or sale of immovable property without proof to the court that the execution debtor or person has insufficient movable property to satisfy the writ of execution, which was not a prerequisite in the past. 3.
