regions;

lack of access by NGOs to visit detention centres other than for training
and research purposes;

overcrowding and high incarceration rates in correctional centres;
high levels of gang-related violent crimes and maintaining safe custody in
correctional centres; and
v.
prevalence of HIV/AIDS and TB amongstinmates in correctional centres.
Older Persons and People with Disabilities
39. The Commission is concerned about the lack of adequate disaggregated data on
the gender, age, type of disability and other elements that are important in
formulating policies for disabled persons.
Indigenous Populations/ Communities
40. The Commission is concerned about the:
i.
lack of disaggregated data on the literacy, mortality, employment, life
expectancy rate of indigenous communities in South Africa;
n.
non-existence of schools that teach indigenous children in their mother
tongue;
in.
delay in the enactment of the Traditional and Khoi-San Leadership Bill
pending before Parliament, to advance the interests of disadvantaged
persons or group of persons, including the Khoi-San people; and
IV.
lack of adequate representation of indigenous populations at political
and decision making levels.
