Any request for advisory opinion shall specify the provisions of the Charter or of any other international human rights instrument in respect of which the advisory opinion is being sought, the circumstances giving rise to the request as well as the names and addresses of the representatives of the entities making the request. 3. The subject matter of the request for advisory opinion shall not relate to an application pending before the Commission. Rule 69 Transmission of Request for Advisory Opinion Subsequent to the receipt of a request for advisory opinion, the Registrar shall transmit copies thereof to Member States, the Commission and to any other interested entity. Rule 70 Written Submissions 1. The Court shall establish the time limit for the filing of written submissions by States Parties and by any other interested entity. 2. Any other States Parties may submit written submissions on any of the issues raised in the request. Any other interested entity may be authorized by the Court to do the same. Rule 71 Oral Proceedings After consideration of the written submissions, the Court shall decide whether or not there should be oral proceedings, and if so, shall fix a date for such hearing. 41
