Employment Exchange Services 379. The Ministry of Labour and Social Security runs employment exchange services in its various labour field stations. The role of the exchange services is to conduct recruitment and placement of human resource in the labour market. National Productivity Department 380. The State Party has identified the low and declining levels in productivity as one of the issues affecting the economy and therefore hindering the attainment of full productive employment. Government has established a National Productivity Department under the Ministry of Labour and Social Security to deal with productivity related issues in a holistic manner, which should lead to steady economic growth, realization of full productive employment and social development of the nation. 148
