CHAPTER 14 Chapter 14 shows the legislative, judicial and administrative measures that the State party has put in place to realize Article 14 of the Charter. It also provides the circumstances in which land can be encroached upon in the interest of the public and under what circumstances land can be alienated to non-Zambians. CHAPTER 15 Chapter 15 describes the legislative, judicial and administrative measures that the State party has put in place to promote the right to work, right to just and favourable conditions of work, the right to form trade unions and the right to social security. CHAPTER 16 Chapter 16 gives an account of the implementation measures of the right to best attainable physical and mental health. It describes the measures that the State party has put in place to deal with the HIV/AIDS pandemic. CHAPTER 17 Chapter 17 describes the measures that the State party has put in place to promote the right to education and the different tiers of education. It also describes the right of every individual to take part in the cultural life of the community. CHAPTER 18 Chapter 18 gives an account of the measures that the State party has put in place to protect the family; and the social factors that affect a Zambian family. The Chapter also deals with the factors and difficulties caused by the simultaneous practice and application of English and Customary Law. 10
