67 OBJECTIVE 1: PREVENTING AND REDUCING CONFLICTS WITHIN AND BETWEEN STATES Early warning programme: conflict prevention As part of the implementation of preventive measures and to enable a review of conflict situations, the ministry undertook actions that helped update the latter. Outreach activities on the prevention of insecurity and inter-communal crises were organized through communitybased policing.
