The Report covers progress made in the implementation of agreed areas as observed during the presentation of the First Progress Report. 4. The Second Progress Report is in three parts. The Executive Summary is pre- sented in Part 1. Part II contains the Overall Assessment of the Implementation Process including the lessons learnt and the role of the non-state actors; comments on the monitoring and evaluation processes and observations on the capacity for implementation of the National Programme of Action and the progress recorded in the four thematic areas, namely; Democracy and Political Governance, Economic Governance and Management, Corporate Governance and Socio-economic Development.
