January 2012. Thus, this Second Progress Report represents the fulfillment of
the pledge made by Mr. President at the 14th Summit of the APR Forum.

This Second Progress Report is significantly different from the First Report at
least in two ways. First, it has benefited from the rich discussion and comments on the First Report by the Participating Heads of States and Presidents.
In particular, this Report has focused on the issues raised by the Forum in the
areas of management of diversity and pluralism in the promotion of nationbuilding; diversification of the economy; the fight against corruption; as well
as other overarching issues. These issues have been mainstreamed and discussed. Secondly, this Second Progress Report captures the Implementation
of the National Programme of Action in the thirty-six (36) states of the federation and the Federal Capital Territory (FCT). This was not recorded in the First
Progress Report.
