Challenges Dissemination of the Reports remains a great challenge to Tanzania especially to people in rural areas. Illiteracy, ignorance, cultural barriers and constrains, lack of coordination between and amongst stakeholders, human and financial resources, delays/ inefficiency in responding to issues within government departments, (MDA's), lack prioritization, reporting period between 2 reports of two years is short. There is a need to have a proper monitoring and evaluation system to follow up on how the reports have been disseminated to the citizens. 44
