Parliament  is  further  strengthening  its  oversight  functions  by  setting  up  a  Budget  and  Finance   Unit   that   will   be   equipped   to   generate   budget   related   information   and   expert   analysis   of   the   national   budget   and   the   national   economy   including   analysis   of   government   revenue   and   expenditure  forecast.     3.13   Lack  of  adequate  resources  for  governance  institutions   Though   budgetary   allocations   to   governance   institutions   have   increased   substantially,   actual   disbursements  have  fallen  short  thus  impeding  the  smooth  implementation  of  activities.     Funding  for  National  Media  Commission   Whilst   most   governance   institutions   reported   increases   in   budgetary   allocations,   the   National   Media  Commission  reports  that  funds  allocated  to  it  for  remuneration,  administrative,  services   and   investments   totaled   GHC230,000.00   for   the   year   2008.   This,   the   Commission   contend   is   inadequate  to  effectively  perform  its  duties.     3.14   Initiation  and  passage  of  bills  by  Parliament   The  Legal  Services  Department  of  Parliament  is  being  set  up  to  assist  Private  Members  Bills.  A   Consultant  Draftsman  has  been  contracted  to  assist  Parliament  initiate  Bills.       41
