PART ONE GENERAL HUMAN RIGHTS PROTECTION LEGAL FRAMEWORK. 5. The legal framework on human rights protection is based on the principle of being subject to the Rule of Law. The source of Law is the Constitution of 14 October, 1992, ratified international instruments, laws and regulations. 6. The modalities for the exercise of the different rights laid down in the Constitution are determined by a series of laws adopted by the National Assembly and decrees issued by the executive arm of government.
