Non-Ghanaians in retail business Foreigners are engaged in retailing, petty trading, hawking and selling from kiosks in direct contravention of Section 18 of the Ghana Investment Promotion Centre Act, 1994 (Act 478). In recent times the Ghana Indigenous Business Association (GIBA) has had cause to complain about the infiltration of foreigners into the retail business sector.
