The National Council on Persons with Disability has developed the “Guidelines for the
Disbursement and Management of the District Assembly Common Fund for Persons with
Disability”
PWDs continue to face challenges in accessing the funds because:
•
Several groups of PWDs are unable to access the 2 per cent share of the District
Assemblies Common Fund (DACF) allocated to them due to the inability of
District Assemblies (DAs) to open accounts at the banks for the funds to be paid
in for their use;
•
Contrary to guidelines most Metropolitan, Municipal and District Assemblies
(MMDAs) did not have the mandated Disability Fund Management Committees
(DFMC) in place;

Mental Health
The Mental Health Bill has been put before Parliament. Key rights and principles under
the Bill include equality and non-discrimination, the right to privacy and individual
autonomy and freedom from inhuman and degrading treatment.
2.28
The Aged
The government approved the National Ageing Policy. The Department of Social
Welfare and the Ministry of Employment and Social Welfare under the Community Care
Programme developed strategies to render care and support to the aged. Other
interventions available to support the aged include:
•
the National Social Protection Strategy, 2006
•
the Ghana National Disability Policy
•
the Livelihood and Empowerment Programme
