CHAPTER
2
DEMOCRACY
DEMOCRACY AND GOOD POLITICAL GOVERNANCE
2.0
INTRODUCTION
This thematic area addresses one of the main goals of the APRM, which is the promotion
of democracy and good political governance as a basis for the reduction of poverty and
the attainment of sustainable development. This section assesses some of the key
requirements for the promotion of a democratic and well governed society. These
requirements are:
•
A guaranteed framework of equal citizen rights
•
The promotion of institutions of representative and accountable government
•
A vibrant civil society
Progress on this theme has been mixed. The country has well established legal and social
frameworks to guarantee citizen rights. The country has progressively worked to ensure
that citizens enjoy such rights. As a country, Ghana has sought to strengthen its
governance institutions through the provision of increased resources. Political space for
civil society engagement has been broadened and deepened. However, increasingly,
Ghanaians are becoming intolerant to divergent political views. Security agencies and the
judicial system continue to infringe on citizens fundamental rights. Women participation
and inclusion in public life remain below acceptable levels.
