operationalise the ZLC. The Commissioners for the Land
Commission were appointed and the Secretariat is in place. The
ZLC has also been decentralised to all the eight agricultural
provinces.
Challenges
13.6. Limited capacity by housing cooperatives and private land
developers to manage and develop allocated stands in and around
urban areas has caused illegal urban land planning, development,
allocation and use. In addition there are weak land tenure systems
which are yet to be enhanced and strengthened to improve
bankability of land in the agricultural sector.
Responses
13.7. Government is working on improving the land tenure system and
establishing an institutional framework to improve land
management and accountability systems.
13.8. Government continues to mobilise resources to support the
agricultural sector through provision of subsidies and schemes
such as the Special Maize Production and Import Substitution
Programme (Command Agriculture) to those in A1 and A2 Farms
and the Presidential Agricultural Input Scheme to those in
communal farming. This has ensured that Four Hundred and Fifty
Six Thousand, Seven Hundred and Thirty (456 730) hectares were
put under maize crop during the 2016 farming season, with the
objective of producing Two Million Two Hundred and Eighty Three
Thousand Six Hundred and Fifty (2 283 650) million metric tonnes
against a national requirement of 1.5 million metric tonnes for
human consumption.
13.9. Government has instituted a land audit which is being
spearheaded by the ZLC. The audit will address issues of
accountability and transparency in the administration of
