The Social Assistance Act, 2004246 provides a national legislative framework for the provision of different types of social grants, social relief of distress, the delivery of social assistance grants by a national Agency and the establishment of an Inspectorate for Social Security. 467. The South African Social Security Agency Act, 2004247 provides for the establishment of the as a schedule 3A public entity in terms of the Public Finance Management Act. The principle aim of the Act is to make provision for the effective management, administration and payment of social assistance and service through the establishment of the South African Social Security Agency. The mandate of the South African Social Security Agency is to ensure the provision of comprehensive social security services against vulnerability and poverty within the constitutional and legislative framework. 468. Different types of social grants include grants-in-aid (“GIA”), child support grants (“CSG”), foster care grants (“FCG”), care dependency grants (“CDG”), war veteran’s grants (“WVG”), disability grants (“DG”) and grants for older persons (“OAG”). Tables 19 (a) and (b) below provide an indication of the number of different grants per province (Eastern Cape, Free State, Gauteng, Kawzulu-Natal, Limpopo, Mpumalanga, Northern Cape, North West and Western Cape) as at 31 December 2013.
