(m) (n) (o) (p)   4. prevent    and  manage    the  outbreak  of  epidemics  and  other  diseases in order to improve the general hygiene and health  of the people;  prevent    social  vices  such  as  alcoholism,  drug  abuse  or  substance abuse and perverse behaviour;  eliminate  human smuggling and trafficking; and  eliminate ignorance, diseases and poverty.  The  Partner  States  shall,  in  implementing  programmes  under  paragraph 3:    (a) (b)  promote,  preserve  and  mainstream  cultural  activities  and  heritage in��development initiatives; and  adopt  measures  and  programmes  aimed  at  promoting  the  welfare of the vulnerable groups.        ARTICLE 40 Environmental Management   1.   2. The  Partner  States  undertake  to  ensure  sound  environmental  and  natural resources management principles for the proper functioning  of  the  Common  Market,  through  prevention  of  activities  that  are  detrimental to the environment.   For  the  purposes  of  paragraph  1,  the  Partner  States  shall  manage  the environment in accordance with:    (a) the  East  African  Community  Protocol  on  Environment  and  Natural Resources Management;  (b) the  East  African  Community  Protocol  for  Sustainable  Development of Lake Victoria Basin;  (c) the Lake Victoria Transport Act,  2008;   (d) the  Protocol  on  the  Establishment  of  the  East  African  Community Customs Union ;   (e) the East African Community Customs Management Act, 2004;   (f) the relevant provisions of this Protocol; and  (g) any other relevant laws of the Community.    38
