Co-ordination of Transport Policies

The Partner States undertake to evolve coordinated and
harmonized transport policies to provide for adequate, reliable,
safe and internationally competitive transport infrastructure modes
and services for the development and consolidation of the Common
Market.
Paragraph 1 shall apply to logistics and transport by road, rail,
inland waterways, maritime, pipeline and air and facilities such as
ports, airports and inland dry ports.
For the purposes of implementing this Article, the Partner States:
(a)
(b)
shall honour the existing ratified agreements entered
between the Partner States;
may in future enter into other agreements;
(c)
shall honour their existing commitments and obligations
emanating from international conventions and agreements;
and
(d)
shall subject to the provisions of subparagraph (c) of this
paragraph, align all other agreements on transport to the
provisions of this Protocol.
4.
The Council shall within three years upon entry into force of this
Protocol, make regulations applicable to:
(a) railway transport;
(b) maritime transport and port operations;
(c)
pipeline transport;
(d) air transport;
(e) non – motorized transport; and
(f)
multimodal transport and logistics.
