Statistics on disabled persons
245.Two national surveys were conducted by the Ministry of Health in 2003 and
2004/2005. Based on these surveys, the overall prevalence of disability is estimated
at 7.5%, i.e. a disabled population estimated at 1,347,150 in 2007.

246.The distribution by age, shows that 37.5% of people with disabilities are aged below
18 years. In 2007, there were an estimated 505,181 children living with disabilities.
247. The prevalences by type of disability on the total population are:
- Visual disability: 3,1 %,
- Physical disability: 2,8 %,
- Hearing impairment: 1,8 %,
- Intellectual disability: 1,5 %,
- Psychic disability: 0,18 %
248.This information is confirmed by data available in 2006 for 4 regions, where the
number of new cases of children with disabilities was around 40% of all people
screened.
Access to health care and réhabilitation services
249.At the Ministry of Public Health, an equity fund for the care of vulnerable people
including people with disabilities has been set up.
250.The budget allocated by the State to the promotion of the rights of persons with
disabilities was $ 150 million Ariary in 2007. This was reduced to 50 million Ariary in
2008.
251.Access to care for children with disabilities remains limited due to financial and
geographical obstacles.
