179.The networks are based on:
A community basis at community level in charge of the identification, prevention,
protection, referral, reporting or management of cases;
An institutional basis at the District level which coordinates services and conduct
activities for the creation of lacking services, the relationship with the community,
strengthening and capacity mobilisation.
180.The protection networks currently cover 765 municipalities, that is a national
coverage of 48.5% in 100 Districts. The table below shows the evolution of the
number of networks put in place since 2004.
