As a result of this management framework, the Ministry of Women, Children and Persons
with Disabilities, for instance, has recorded significant progress since it was established. The
Ministry has entered into bilateral agreements with other government departments such as
the Department of Agriculture, Tourism, Energy, etc to ensure coordinated support for
women participation in the mainstream economy. In terms of policy, the Ministry has
developed the Women Empowerment and Gender Equality Bill which was gazetted in
September 2012. The Bill addresses the following:
The elimination of all forms of discrimination against women and girls, and women
and girls with disabilities;
The elimination of all practices that violate the rights of women to social, political,
economic and cultural freedoms;
Equal participation of women in the economy;
Equal representation of women in position of decision-making (50/50) in private
sectors and all spheres of government;
Public, private and civil society guidelines for gender equality/ women empowerment,
and provide feedback on areas of weakness; and
Monitoring of all legislations that address inequalities, discrimination against women,
violence against women, access to services and economic empowerment.
The Ministry further participated in national and international events convened to reaffirm the
country's commitment to promote and realise the rights of women, children and people with
disabilities. The Ministry also convened a dialogue on challenges faced by young children
and a conference on homophobia as well as a series of dialogues on challenges faced by
the youth.
Although South Africa is making efforts to ensure realisation of rights of women, children and
persons with disability, the escalating abuse of women, children, the elderly, gay and
