This study has been commissioned by the Africa Peer Review Mechanism (APRM) in
light of the African Union Theme of 2019 on Refugees, Returnees and IDPs: Towards
Durable Solutions to Forced Displacement in Africa. This report has been prepared by
Laura Nyirinkindi under the leadership of Professor Eddy Maloka and Dr Rachel
Mukamunana who played a key role in conceptualising and shaping the direction of
the study.
Diana Demba who provided critical support throughout the process and Nomfanelo
Mhambi are appreciated in the utmost. The role of Clementine Nyinawumuntu and

The study findings benefitted from consultations in Kenya supported by the APRMNEPAD Kenya office. All the Kenyan peace activists and NGOs involved in
peacebuilding that provided inputs are gratefully acknowledged. The APRM Gender
Forum convened in Kigali on 27 November 2019 and led by Dr Fatima Karadja, the
Vice Chairperson of the APRM Panel of Eminent Persons, provided an opportunity
for in-depth investigations of the emerging themes and findings. The gallant men and
women who participated in this forum and availed much needed information,
perspectives, views and documentation are thanked in the utmost.
