III. INSTITUTIONAL FRAMEWORK 42. The 1992 Constitution determines the principles underpinning political organization in the Republic of Djibouti, defines the political system and informs of relationships between the various institutions. It stipulates that Executive and Legislative bodies are voted into office based on free and multiparty elections. 43. Djibouti has a presidential system of government with extended powers granted to the President as Head of State and Government. The President defines and implements national policies, has regulatory powers and enacts laws adopted by the National Assembly. 15
