Some of the cross-cutting issues identified in the past are gender, HIV/AIDS, peace and security, health, education, conflict resolution, corruption and good political governance. With regard to the Private Sector, the cross cutting issues involved are gender issues, capacity development, and information and communication technology. Some achievements have been recorded in this area particularly in relation to the mainstreaming of gender in the programmes and legislative framework of the country and HIV/AIDS. Availability of resources, however, remains a main obstacle to the achievement of the APRM goals in Nigeria. Disparities continue to exist between the public and private sectors regarding employment equity targets. 6
