Systematically review prison conditions with the goal of relieving overcrowding and poor living conditions, provide funds for the construction of new prisons, and also provide clean, safe, and adequate prison conditions, together with adequate food for prisoners, in compliance with international standards for prisoners and pre-trial detainees; 94.
