Page 46  Arrears in contributions due to the financial difficulties encountered by private companies and the State concerning employees covered by the Labour Code;  Arrears in payments to CNPS beneficiaries due to arrears in contributions and a decrease in financial resources on one hand, and a decline in salaried employment on the other;  Restrictions in social security beneficiaries: children of non-salaried workers, informal sector workers, farmers, artisans, the self-employed and unemployed are excluded;  The low amounts of allowances which are mere tokens;  Limited areas of insurance coverage: medical insurance and unemployment benefits are not covered;  The adverse impacts of the economic crisis. - Prospects The social security reform underway in Cameroon aims at extending coverage to as many Cameroonians as possible, including those not traditionally covered and those in the nine branches of social security. In view of this, a think tank on the modernisation of the social security system was established by decree no. 189/PM of 4 November 2008. The committee has already submitted to Government the six (6) draft bills listed below: - Draft bill establishing the general framework for social security in Cameroon; - Draft bill on the creation, organisation and functioning of mutual funds with regard to social security; - Draft bill establishing the general framework for health insurance cover; - Draft bill on the organisation and functioning of the national fund for state workers (CNPE); - Draft bill on the organisation and functioning of a national social security Fund (CNSS);
