Introduction The Government of the Republic of Namibia is pleased to report to the African Commission on Human and Peoples’ Rights on recent developments and measures taken to give effect to the enjoyment of the rights which are contained in the African Charter on Human and Peoples’ Rights (ACHPR) in accordance with Article 62 thereof. The organization and structure of this 6th Periodic report follows the 1989 version of the Guidelines for national periodic reports under the African Charter. This report was prepared and compiled by the Ministry of Justice and the InterMinisterial Committee on Human Rights and International Humanitarian Law.1 This report contains information collected from Government Ministries, research information and reports from relevant non-governmental organizations (NGO’s). Also, relevant Civil Society Organizations were given an opportunity to comment on the draft report. Structure of the report This report consists of three parts. Part One contains responses to the Concluding Observations and Recommendations on the Combined Periodic Report. Part Two outlines the general legal framework, within which the civil and political rights are protected. Part Three contains information about the implementation of the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol).
