The establishment of MoSD as a separate Ministry in 2011 has improved however efficacy with which this funding in used in programming for the widest benefit in provision of social security. The sustainability of cash grants has also improved with an increase in proportional GoL budgetary allocation. Difficulties The number of people living in poverty far outweighs the financial assistance available. Around questions of household food security, the Situational Analysis of VC in 2011 indicated that of survey respondents almost one-in-five (17.1%) indicated that they didn’t have any staple foods in stock at the time of the interview, and over half did not have any flour (54%). A total of 4.8% of all households relied primarily on begging or borrowing to meet basic food needs. A total of 6.3% of all households had at least one member who had participated in a food-for-work scheme in the year before the survey. A total of 36% of all households had at least one member who had gone to bed hungry
