In addition to Part III of the Constitution, 1996 constitutional amendments introduced Directive Principles of State Policy. These principles are of particular significance in relation to economic, social and cultural rights and are intended to guide the executive, legislature and judiciary in developing and implementing national policies; in making and enacting laws; and, in the application of the Constitution and any other law. Through these principles the State party endeavours to: a) Create an economic environment which shall encourage individual initiative and self reliance among the people and promote private investment; b) Create conditions under which all citizens shall be able to secure adequate means of livelihood and opportunity to obtain employment; c) Provide clean and safe water, adequate medical and health facilities and decent shelter for all persons, and taking measures to constantly improve such facilities and amenities; d) Provide to persons with disabilities, the aged and other disadvantaged persons such social benefits and amenities as are suitable, just and equitable to their needs; 35
