CHAPTER 15 ARTICLE 15 Every individual shall have the right to work under equitable and satisfactory conditions, and shall receive equal pay for equal work. 356. The State Party has put in place measures aimed at promoting the right to work, just and favourable conditions of work; right to form and belong to free independent trade unions, and the right to social security. Right to Work 357. The total labour force as at 2000 was 3,165,151. Of this labour force, 2,755,379 were employed, whilst 409,772 were unemployed. The ‘total labour force’ is defined by the 2000 Census of Population and Housing as: “all persons aged 12 years and above of either sex whose main economic activity status is to supply their labour for the production of economic goods and services. It is composed of the employed and unemployed persons, and includes all those who are seeking work, as well as those not seeking work but are available for work.” A. LEGISLATIVE MEASURES The Constitution 358. Article 14 of the Constitution recognizes the right of every person to gain a living through work freely chosen by that person. 141
