151. National laws for the protection of children were adopted, including the law of 2001 on the protection of children rights. In 2010, The Government ratified the Convention on the protection of children and cooperation in respect of inter-country adoption and International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families. A Ministerial Order Nº06 of 13/07/2010 determining the list of worst forms of child labour states the nature of such forms and categories of institutions that are not allowed to employ children and prevention mechanisms. Those prohibited works are worst forms of child labour; works that may affect the health, security or morality of the child and works that may be dangerous to the health of the child. 152. The major protections of the rights of children are contained in the National Integrated Child Rights Policy of 2011 and the National Policy for the Elimination of Child Labour. Among other measures for the promotion of children rights is the establishment of the Observatory for the Rights of the Child in the National Commission for Human Rights. In August 2011, the Ministry of Gender and Family Promotion published a National Integrated Child Rights Policy. The Integrated Child Rights Policy is being implemented progressively. The Ministerial Instruction by the Ministry in charge of Gender and Family promotion adopted a method of placing children without families into foster families. Article 20- Right to self determination 153. The Government of Rwanda treasures the engagement of its citizens in deciding their own path in decision-making and finding appropriate solutions to the existing development challenges. The Government engages annually all stakeholders in the process of budget cycle. In order promote participatory planning, the Joint Action Development Forum (JADF) Secretariat was established and a permanent staff recruited at each District. 154. Numerous best practices have been put in place in order to raise the value of every Rwandan people.
