3. Indeed, one can gladly observe that the 2nd Progress Report has now captured the implementation of NPoA at the State and Local Government Levels. Given the federal structure of Nigeria’s government, this is quite an achievement. Furthermore, the reporting on the standards and codes has been significantly improved and its implementation can now be better tracked. 4.
