in the management of plants. It should be noted that according to the results of the
Uruguay Round of multilateral trade negotiations, each member shall ensure
compliance with its laws, regulations and procedures in line with its own
commitments as specified in the agreements.
429. Consequently, each member has to go along with its national production in order
to meet the stipulated food demands so as to avert malnutrition.
430. Concerning quality, efforts are made to gradually ensure respect thereof. The
notifications made trace the shortfalls but strategies are designed to address this
difficulty at the national level.
2.3 Right to improve living conditions
431. In the West African Econmic and Monetary Union (WAEMU), growth rate was
estimated at 6.6% in 2014 as against 5.5% in 2013, driven by infrastructural works
undertaken in the majority of member countries and by the export of primary
products.
432. At the national level, the economic and financial situation was characterized in
2014 by an increase in economic activity, owing notably to the positive results of
government’s support measures in the agricultural sector, the continued execution of
major works to reinforce economic infrastructure, and performances recorded in the
financial sector. There was increased consolidation of the breakthroughs in
macroeconomic sector, with inflation being contained under the community standard
of 3.0% and the improvement of budget deficit and current trade balance.
433. Table No.35 under §434 shows the trend of the major indicators of the
macroeconomic sector.
434. Since the issue of hunger and malnutrition is very crucial, programmes are
initiated by the Ministry of Agriculture, Livestock and Water Resources with a view
to increasing agricultural production and enabling the populations to feed themselves
adequately. The Ministry also implements government’s two major programmes
which are national agricultural investment and food security programme (PNIASA)
and the national action plan for the water and sanitation sector (PANSEA).
