OBJECTIVE 2: ENSURE THAT CORPORATIONS ACT AS GOOD CORPORATE CITIZENS WITH REGARD TO HUMAN RIGHTS, SOCIAL RESPONSIBILITY AND ENVIRONMENTAL SUSTAINABILITY 4.7 Labour 4.7.1 National Employment Policy The National Employment Policy had been reviewed to conform to the Ghana Shared Growth and Development Agenda (GSGDA). The reviewed policy and its Implementation Action Plan is yet to be validated by stakeholders. 4.7.2 National Human Resource Development Policy A National Human Resource Development Policy, which seeks to maximize the use of human resource potentials for accelerated national development, had been developed. The Ministry of Employment and Social Welfare is yet to develop an Implementation Action Plan. 4.7.3 Industrial (Labour) Relations Environment In the year 2011, the National Labour Commission (NLC), established under the Labour Act 2003 (Act 651) to facilitate and settle industrial disputes among others, recorded a total of 658 industrial disputes from both individual and organized workers in the public and private sectors. The Commission settled 371 of the cases representing 56.38 per cent of the total number of complaints filed as at end of 2011. The remaining disputes would be resolved in 2012. The Commission made effective use of the Alternative Dispute Resolution (ADR) system, that is settlement through mediation and voluntary arbitration. Collective disputes involving trade unions and individual employees made up of about 2,500 workers were settled through mediation and arbitration.
