b) Digital Broadcasting Migration The country continued its preparation on digital broadcasting migration as part of efforts to switch over from analogue to digital in December 2014. An anti fraud collaboration between the National Communications Authority (NCA), all telecom service providers in the country and the Criminal Investigations Department (CID) of the Ghana Police Service has led to the arrest of a six-members SIM Box syndicate operating between Oregon in the United States of America and Accra, Ghana. Service Delivery The National Communications Authority monitors and analyzes the performance of mobile operators in the country every month to assess the user experience using the mobile voice service, this is conducted in order to direct improvement in their Quality of Service (QoS). The monitoring also enhances NCA’s understanding of current problems faced by consumers to enable it work more closely with operators to improve customer experiences. MTN and Expresso have been sanctioned. The sanction is based on findings on Quality of Service in the Ashanti, Eastern and Western regions for February this year. The assessment was done on Stand –alone Dedicated Control Channel (SDCCH) Congestion, Call Set up Time (CST), Call Congestion Rate (CCR) and Call Drop Rates. 4.4 Investment Climate 4.4.1 Ghana Investment Promotion Act The draft Ghana Investment Promotion Bill, 2010 has been completed and has been circulated among stakeholders further inputs. The new law would address the challenges identified in the old Ghana Investment Promotion Act and reflect current changes in the investment climate.
