(n) 4.   5. promote  and  encourage  private  sector  participation  in  agricultural  commercial  activities  and  provision  of  support  services.    The  implementation  of  this  Article  shall  be  in  accordance  with  the  existing and any other relevant instruments that may be approved  by the Council.  The  Partner  States  undertake  to  establish  an  Agricultural  Development Fund.     6. The purposes of the Agricultural Development Fund shall be to:    (a)   (b)   (c)   (d)   (e)   (f) promote sustainable and competitive agricultural production;  finance agricultural  capital investment and working  capital;  finance agricultural mechanisation and inputs;  facilitate  access  to  credit  by  all  categories  of  farmers  and  agricultural entrepreneurs especially  small‐scale farmers and  agricultural entrepreneurs;   facilitate financing for value addition and processing capacity;  and  cater  for  any  other  financing  requirement  in  the  agricultural  sector.                      48
