(e)   (f)   (g)   (h)   (i) the  establishment  of  a  regional  mechanism  for  developing  human  capacity  for  industrial  and  technological  advancement;  support  for  regional  fora  for  Public‐Private  Partnership  and  Civil Society dialogue;   the  development    of  a  regional  mechanism  to  provide  sustainable and affordable industrial development finance;  support  for  the  development  of  a  regional  productive  base  for capital, intermediate goods, tools and implements; and  any other measures that may be necessary.     ARTICLE 45 Co-operation in Agriculture and Food Security   1.   The Partner States undertake to:   (a)   (b)   2. sustainably  develop  and  promote  agriculture  with  regard  to  crops, livestock, fish, forestry and their products; and  ensure  food  security  in  the  Community  through  access  to  quality and sufficient food.  The  objectives  of  promoting  agriculture  and  ensuring  food     security in the Common Market shall be to:    (a)   (b)   (c)   (d) increase agricultural production and productivity;  achieve food and nutrition security;  promote investments in agriculture and food  security;  develop  effective agricultural markets and marketing systems  in the Community; and    46
