the cooperation in public health, food security, research and
technological development.
The Council shall issue directives for:
(a)

the use of protected works for the benefits of the
communities in the Partner States ; and
co‐operation in the administration, management and
enforcement of intellectual property rights;
the elimination of discriminatory practices in the
administration of intellectual property rights amongst Partner
States.
The Partner States shall honour their commitments in respect of
international agreements which relate to intellectual property
rights.
ARTICLE 44
Co-operation in Industrial Development

The Partner States undertake to cooperate in the area of industrial
development in the activities related to the production of goods
and services in the Common Market, for the attainment of
sustainable growth and development in the Community.
For the purposes of paragraph 1, the Partner States shall adopt
common principles to:
(a) promote linkages among industries and other economic
sectors within the Community;
(b) promote value addition and product diversification to
improve resource utilisation;
(c)
promote industrial research and development, transfer,
acquisitions, adaptation and development of modern
technology;
