Article 38- The State guarantees the security of capital and of investments. Article 39 - The State guarantees the political neutrality of the Administration, of the Armed Forces, of Justice, of the Police, of Teaching and of Education. Chapter II THE REQUIREMENTS FOR CONTRACTING A MARRIAGE Article 3 - The marital age is 18 years, However, before that age, for serious reasons and without prejudice to the prosecution of offenses against morals, the President of the Court of First Instance may authorize the marriage, at the request of the father and the mother or the person exercising the authority over the child and with their express consent, and that of the President of the child. The consent must be given before the President of the Court of First Instance and recorded in the court order authorizing the marriage. e
