27. Women’s participation in decision-making within the household is still low. As such,
for the following three issues, any decision is taken in conjunction with her husband
or partner, this includes: personal health care (56%), large household expenses
(65%) and visits to the respondant’s parents (76%)
28. In order to facilitate women's access to credit, the Ministry of Finance and Budget
through the National Coordination of Microfinance (CNMF), a department attached to
the General Directorate of the Treasury has undertaken a number of measures
including the promotion of the product “Credit with Education” (CAE), for the most
vulnerable women. CAE provides training to associations and / or women's groups in
the areas of:
- Maternal and child health and family planning,… ;
- Management of household income;
- Childrearing;
- And the management of IGA.
29. The table below details the amount of support provided by the CNMF in order to
popularise micro finance products targeting women exclusively.
30. These supports were provided from 2006 to 2007 and related partnership
agreements came to an end in 2009.
31. Following that period, all relevant MFIs continued to provide the CAE credit to their
customers / members with their own funds, at least those that are still in business. It
is also worth noting that the microfinance institutions OTIV, ZL and TIAVO provide
the CAE credit to their members.
32. Finally, in the case of Volamahasoa, the CAE product is one of their flagship
product, but it is not exclusively for women.
