The CNARR may be receive applications for repatriation and refugee status submitted by:
the applicants themselves;
UNHCR;
National Security; and
Administrative authorities.

With regard to its institutional framework, the CNARR is led by a Permanent Secretary who
oversees the coordination and administrative and financial management of the various units in charge
of ensuring the protection, assistance, reception and reintegration of refugees and returnees. The
Permanent Secretariat is headed by a senior official of the Ministry of Territorial Administration,
which chairs the CNARR.

The CNARR derives its resources come from the annual budgetary allocations of the
Government of the Republic of Chad and from other technical and financial partners.

With regard to the reception of refugees, Chad has a significant number of displaced persons,
refugees and returnees, as a result of internal and external conflicts. Currently, Chad has more than
700,000 displaced persons, composed of refugees and Chadian returnees from Sudan, CAR, Nigeria
and Libya. Given the continuing instability in their countries of origin, their prospects for immediate
return are not promising. The communities that host these people, estimated at 597,000 people, are
also vulnerable and in need of assistance. In addition, 71,000 previously displaced persons are still in
a highly precarious situation.

The Government and its technical and financial partners have developed a humanitarian action
plan to ensure the safety of camps for displaced persons and the availability of food, healthcare and
education. Displaced persons live in secure areas including Moundou, Goré, Sarh, Bagassola, GozBeida, etc.
