Fourth : Current Chalenges That face Egypt. a. Combating Corruption : 1. Being aware of the seriousness of corruption as a central impediment to sustainable development, adminstrative reform and good governanace, the 2014 Constitution has assigned a chapter (sections 215-221) for indpendent regulatory bodies to have their technical, finacial and adminstrative independence. The Governmnet of Egypt has made it mandatory that their proposals regarding laws governing those indpendent bodies be taken and that their memebers are given full protection that will allow them to act independently and freely. The Governmnet of Egypt is bent on fighting corruption and encourages the indpenedent bodies to coordinate their effort and strengthen the values of propreity and transparency. The Government has laid a national strategy to fight corruption in tandem with similar organisations in order to maintain good civil service and protect public wealth of the country. 2. Implmneting the constitutional requirements, the National Strategy to fight coruption 20142018 was issued with a clear message and that is to fight corruption in all its forms and manifestations. In addition, it is aimed at limiting the negtaive effects of corruption on the adminstrtaive, economic, political and social aspects. The Strategy also aims to enhance the performance of the Governmnet in serving the people and to consolidate principles of transparency amongst the workers in the public sector, as well as make laws required for fighting corruption. This will also provide a robust judicial process to achieve justice and to support all stakeholders in combating corruption. It will also help in achievig good living stnadards for the citizens, the promotion of social justice and the building confidence in state institutions, as well as further enhancing local, regional and international cooperation in fighting corruption in partneship with civic society organistaions. 3. In the implementation of this national Strategy, all governmnet agnecies and relevant nongovernmnetal orgainsation will collaobortae with the parliament, the local councils, the independent national councils, the Universities, specilaised institutes, the media and the civil society organisations. A new post of Presidnetail advisor on Anti-corruption has been created in April 2015 in order to coordinate efforts with relevant agnecies in combating corruption and creating a system to resist corruption.
