government devoted resources to rehabilitate or assist persons with disabilities, the government Developmental Social Welfare Policy (1996) acknowledges that “persons with disabilities in the country do not always have access to rehabilitative services, simply because the availability of these services is very much limited. The rehabilitative services that are available today to persons with disability in the country emphasise institutional care, are costly and therefore greatly limit the number of beneficiaries.” Institutions that do provide care are few in number and concentrated in urban areas. The CRM was neither in position to find out whether government mandated special access to buildings, such as schools, for persons with disabilities or provided services for them, nor was it possible for the CRM to obtain any information about employment and educational facilities available to persons with disabilities. III. Recommendations 260 The APR Panel recommends that: • Ethiopia consider removing its reservations made on the Geneva Convention relating to the status of refugees because they restrict refugees from enjoying the same rights as do other persons residing in Ethiopia. (Ministry of Labour and Social Affairs) • Government reinforce policies aimed at assisting all the vulnerable groups including refugees, internally displaced persons, the elderly and persons with disabilities.
