iii. Recommendations 261. The APR Panel recommends that: • Extra judicial killings by the police and other law enforcement agencies stop immediately. (Police, attorney general and Ministry of Justice) • Investigations be enhanced with regard to unresolved crimes to ensure that the perpetrators are brought to book. (Police, attorney general and Ministry of Justice) • The enhancement of judicial enforcement of social, economic and cultural rights, as well as the right to development and the right to an environment conducive to health and development, be part of the envisaged new constitution. (Ministry of Justice, National Assembly, and the federal government and states) • A level of legislative reforms, including speedy enactment of the Freedom of Information Bill and the proposed bill to amend the National Human Rights Commission Act of 1995 and other matters connected therewith, be effected.
